The current town of Victoria was originally established as two distinct communities - Victoria and Herzog. Victoria was founded by 38 Scottish immigrants under the leadership of George Grant in 1873. Herzog was founded in1876 by twenty-three families of German immigrants from the steppes of Southern Russian around the Volga River. Unhappy with the Czar's military prescription and fearful of the Russian attitude toward their Catholic and Lutheran faith, they left Russia in search of farmland in the United States.
